Supplemental Consumer Information Form (Form 1103)
The Supplemental Consumer Information Form (Form 1103) is a mandatory document for loans sold to Fannie Mae and Freddie Mac, as mandated by the Federal Housing Finance Agency (FHFA). Its mandatory use applies to loans with application dates on or after March 1, 2023, though lenders may use it immediately.
Purpose and Content
Form 1103 is designed to collect specific information from borrowers:
- Homeownership Education/Housing Counseling: This section records whether the borrower has completed any homeownership education or Financial Literacy and Housing Counseling programs. It should be completed if required by the Fannie Mae Selling Guide (B2-2-06) or if the borrower voluntarily obtained such education/counseling.
- Language Preference: This section allows the borrower to indicate a preferred language for communication. Borrowers are not required to select a language option and may leave it blank without negatively affecting their mortgage application.
Lender Responsibilities
- Lenders are required to present Form 1103 to all borrowers.
- A copy of the completed form must be maintained in the Loan Estimate (LE) and Good Faith Estimate (GFE) for all applicable loans.
- Any data provided by the borrower on the form must be reported to Fannie Mae via Desktop Underwriter® (DU®) when the loan is submitted for underwriting.
- In some instances, the form in the loan file may only contain loan identifier information and the borrower's name if no other sections are completed.
Availability
The English version of Form 1103, along with translated versions in Spanish, traditional Chinese, Vietnamese, Korean, and Tagalog, are available on Fannie Mae's Multi-Language Resources website.
Related Data Standards
The mortgage industry utilizes several standardized datasets to ensure consistency and efficiency in data exchange, particularly with Government-Sponsored Enterprises (GSEs) like Fannie Mae and Freddie Mac.
Uniform Loan Delivery Dataset (ULDD)
The Uniform Loan Delivery Dataset (ULDD) is a standardized dataset used by lenders to deliver comprehensive loan information to GSEs. It facilitates the secondary mortgage market by ensuring consistency in mortgage data exchange. For specific programs like the Freddie Mac Refi Possible Mortgage, Sellers are required to deliver particular ULDD data points, such as:
- Related Loan Investor Type (Sort ID 222): FRE
- Related Investor Loan Identifier (Sort ID 221): The 9-digit Freddie Mac loan number assigned to the original mortgage.
- Investor Feature Identifier (Sort ID 368): J05, specifically indicating a Refi Possible Mortgage.
Uniform Closing Dataset (UCD)
The Uniform Closing Dataset (UCD) is a standardized dataset for closing information, designed to facilitate the electronic exchange of data between lenders and GSEs. It is based on the data points found in the HUD-1 Settlement Statement, Special Information Booklet, Closing Disclosure, and Form HUD-11702 form. Lenders delivering loans to Fannie Mae are required to provide specific data elements related to 12 CFR 1026 43 Refinancing Non Standard Mortgages (QM) status in the UCD file at or before loan delivery. The UCD aims to improve data quality, consistency, and efficiency in the mortgage industry, aligning with broader efforts towards data standardization, such as those promoted by MISMO Data Standards and Uniform Loan Delivery Dataset (ULDD).
