Mortgage Loan Originator (MLO) License Renewal and Continuing Education (CE)
Mortgage loan originator (MLO) license renewal and continuing education (CE) are the recurring obligations that keep a state-licensed mortgage loan originator's license active from year to year, with annual renewal conditioned on completing the required continuing education (CE). Every state-licensed MLO must renew their license annually through the NMLS, and that annual renewal is conditioned on completing NMLS-approved continuing education (CE). Under the SAFE Act's national standard, an MLO must complete a minimum of 8 hours of NMLS-approved CE each year — broken down as federal law and regulations, ethics, non-traditional mortgage products, and an elective hour. Because CE and renewal rules are set by the SAFE Act and administered through the NMLS, this material is tested under Uniform State Content on the NMLS SAFE MLO exam.
Annual Continuing Education (CE) Hour Requirement
As a condition for license renewal, the SAFE Act establishes a minimum national standard of 8 hours of NMLS-approved continuing education (CE) each year. Per the NMLS Course Content Outline, those CE hours break down as:
- 3 hours of federal law and regulations.
- 2 hours of ethics, which must cover fraud prevention, consumer protection, and fair lending.
- 2 hours of non-traditional mortgage products (lending standards for the non-traditional mortgage product marketplace).
- 1 hour of elective instruction (other relevant or state-specific topics).
These four components add up to the 8-hour annual CE minimum. Individual states may require additional state-specific CE hours on top of this national baseline.
How Continuing Education (CE) Differs From Pre-Licensure Education (PE)
CE is the annual, ongoing education for license renewal; Pre-Licensure Education (PE) is the one-time education completed before initial licensing. Do not confuse the two hour counts. The SAFE Act sets PE at a minimum of 20 hours, broken down as:
- 3 hours of federal law and regulations.
- 3 hours of ethics (fraud, consumer protection, and fair lending).
- 2 hours of non-traditional mortgage product lending standards.
- 12 hours of electives / other approved topics.
So the headline numbers to keep straight are 20 hours of PE (one-time, pre-license) versus 8 hours of CE (every year, for renewal).
What Annual License Renewal Requires
To complete annual renewal through the NMLS and keep an active license, a state-licensed MLO must:
- Submit a renewal application through the NMLS each year (typically between November 1 and December 31).
- Complete the required annual continuing education (CE) and have it posted to their NMLS record.
- Demonstrate ongoing financial responsibility and general fitness.
- Maintain active company sponsorship — an MLO needs a sponsoring company in each state where they hold a license, both for initial licensing and for license renewal. If sponsorship ends, the license may become inactive until new sponsorship is secured. See MLO Sponsorship (NMLS).
- Update any personal or professional information as required, and pay applicable renewal fees.
Failure to complete the annual renewal process can result in expiration or inactivation of the license, preventing the MLO from legally originating mortgage loans.
Continuing Education (CE) Deadlines, Late CE, and Special Rules
Completion of CE is a prerequisite for renewal, and it must be completed by the annual CE deadline; missing that deadline can cause penalties, renewal delays, or license expiration. A few key rules govern CE:
- "Successive years" rule: An MLO cannot receive credit for completing the same CE course in two successive years.
- Late CE / make-up CE: An MLO who fails to meet CE requirements in a prior year may be instructed by a state regulator to complete make-up Late CE, often using the NMLS Late CE Course Catalog, sometimes with additional hours or requirements.
- First-year exemption: An MLO who completed PE in the same year their license was approved is generally not required to complete CE for that year.
NMLS Exam Relevance
